Tom Serratore is from Colorado Springs, Colorado where he attended Pine Creek high school.

During high school, Serratore played for the Youngstown Phantoms during the team's inaugural USHL season in 2009-10 where he tied for the team lead in goals with 17 and was fourth on the team in points with 32. Serratore was selected to the 2010 USHL All-Star Game and recorded a goal for Team CCM/East.

Serratore came to the Minnesota Gophers Hockey team in 2010-11 for his freshman season. Serratore played in 28 games and had four points. The Minnesota Gophers were 3-0-0 when Serratore had a point. The freshman took only six minor penalities all season.
